Is Free spire.pdf for .net a trial version or a freeware??

hi,
i'm interested to know if free spire.pdf component for .net is a forever freeware or a trial product because i had a problem with the free version installed directly from nuget in visual studio 2012.

I had a file not found exception on this file license.elic.xml. My dll versions is 3.0.26.56.040

i've downloaded the last free version from the website but when it try to execute this code:

PdfDocument doc1 = new PdfDocument();

it return this exception:

i've always added also spire.licence.dll.

the strange thing is that using the same library on another solution of the same project with the same code to create the pdf i don't have any problem.

i can't understand where is the problem.
