Error spr468

Hello,
When I try to run a program I get an error on new Spire.Xls.Workbook(); "The type initializer for 'spr468' threw an exception.

Spire.Xls.Workbook book = new Spire.Xls.Workbook(); <--Error Here
Worksheet sheet = book.Worksheets[0];

I have used Spire.XLS several times but I have never received this error so I am at a loss.
The only reference in the program is spire.xls (version 7.5.20.4040) and spire.license (1.3.2.40)
