I am using VB.Net with a Winforms app to create PDF files using SpirePDF. I am using .Net4.8

I purchased a license for SpirePDF and it was working correctly. I have not changed anything to do with the creation of the PDFs but today it has reverted back to showing the watermark at the top of the page that it is an evaluation version and I am limited to the 10 page limit. I downloaded the latest Hotfix (10.11.1) and I was able to create one PDF without the warning. The next time I tried to create a PDF the warning was back. I can no longer make it go away.

To set the key, I have been using the method:
Spire.Pdf.License.LicenseProvider.SetLicenseKey("En3c...")

But I have also tried using:
Spire.Pdf.License.LicenseProvider.SetLicenseFileName("license.elic.xml")
Spire.Pdf.License.LicenseProvider.LoadLicense()

But neither method changes anything.

Please help me to figure out how to make this work.

Please note that the Developer Small Business license you have purchased allows 1 developer and 1 deployment location (identified by a unique machine ID/MAC address) to use it. When the license is used on machines beyond this limit, it will not be effective, the output file will have the warning messages. We have checked that your license usage had exceeded this limit. To remove these warning messages on those machines, please upgrade the license to the Developer OEM type is required. This higher-level license provides more flexibility and can be used across multiple deployment locations.

What information do you have that indicates that we have exceeded our license usage limit?
