When I tried to convert PDF to ToPdfA3A Arabic language does not comming corectly

Hello Please find the 2 files PDF before and after convert the before convert file is the correct format and the after convert is the wronge one also i tested this case on my development machine that have windows server Windows Server 2022 Datacenter with Microsoft Visual Studio Professional 2022 (64-bit)
